September 26, 2023 – Docket No. 30026-80-GP-23 (Record No. 17386) - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG) for authority to pass on a wholesale gas cost decrease of $0.1104 per therm for non-Choice Gas customers, effective on and after September 1, 2023. The rate is applicable to 67,241 customers, including all Cheyenne and Cody divisions, and all the non-Choice Gas customers in the Casper, Gillette, and Torrington divisions who have elected to take service under the Gas Cost Adjustment Rate. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order.
September 25, 2023 – 20000-633-ER-23 (Record No. 17252) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to increase its retail electric service rates by approximately $140.2 million per year or an average of 21.6 percent with rates effective January 1, 2024, and to revise the Energy Cost Adjustment Mechanism (ECAM). August 18, 2023 - Docket No. 80011-7-WR-23 (Record No. 17396) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Orchard Valley Water Company (Orchard Valley or the Company) for authority to: increase its bi-monthly minimum charge from $50.00 to $60.00; increase its rate for usage in excess of 4,000 gallons, per two month period, from $2.00 to $3.00 per thousand gallons; and add a $50.00 service transfer fee to its Rules and Regulations.
August 15, 2023 – 30013-398-GP-23 (Record No. 17348) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU) to pass on a commodity cost increase of $0.756 per dekatherm (Dth) to its residential, general, and small and large interruptible service customers, and an increase of $0.110 per Dth for optional seasonal customers, effective for usage on and after August 1, 2023. The proposed change is due to an increase in commodity-related expenses such as transportation capacity, pipeline and other costs, offset by a small decrease in the wholesale commodity price of natural gas.
August 11, 2023 – Docket Nos. 20002-127-ET-23 and 20003-223-ET-23 (Record No. 17278) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given that a public hearing is schedule regarding the Joint Application of Cheyenne Light Fuel and Power Company (CLFP) and Black Hills Power, Inc. (BHP) d/b/a Black Hills Energy. (BHE or the Company) for authority to establish a Low Carbon Surcharge Tariff and rate. August 7, 2023 – Docket No. 90000-173-XO-23 (Record No. 17216) - The Commission is seeking comments and will hold a technical conference on Tuesday, October 17, 2023, at 9:00 a.m. in the Commission’s Hearing Room at the Hansen Building, 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming, to discuss the revision of Commission Rules, Chapter 3 to establish a process by which specific arrangements to generate electricity for one or more commercial and industrial customers may be determined to be other than to or for the public and therefore exempt from requirements applicable to public utilities.
August 3, 2023 – 80007-49-WP-23 (Record No. 17313) - The Wyoming Public Service Commission (Commission) approved the Amended Application of Vista West Water Company (Vista West) to pass on a water commodity cost increase of $0.57 per 1,000 gallons to its customers, and an increase in its deferred water cost of $0.78 per 1,000 gallons, for a net increase of $1.35 per 1,000 gallons, effective for usage on and after July 1, 2023. The proposed change is due to an increase in the wholesale costs paid by Vista West for water to the City of Casper, and an increase in the amortization rate of its established Commodity Balancing Account.

July 27, 2023 – 90000-174-XI-23 (Record No. 17233) - Pursuant to 16 U.S. Code § 2621 (the Code), the Public Service Commission (Commission) is seeking comments and will hold a hearing on Wednesday, August 16, 2023, from 10:00 a.m. to 12:00 p.m. in the Commission’s Hearing Room at the Hansen Building, 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming, to consider ratemaking standards established by subsection (d) of the Code and make a determination whether it is appropriate to implement such a standard to carry out the purposes of the Code, which supplements otherwise applicable State law.
July 24, 2023 – 30007-153-GP-23 (Record No. 17311) - The Wyoming Public Service Commission approved the Amended Application of Frannie Deaver Utilities for authority to pass on a net wholesale gas cost decrease of $0.5408 per Mcf, effective for usage on and after July 1, 2023. This approval is subject to notice, protest, intervention, refund, change, additional investigation, opportunity for hearing, and further order of the Commission.
July 10, 2023 – 30026-77-GM-23 (Record No. 17297) - The Wyoming Public Service Commission (Commission) approved, on an interim basis, the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG) to implement an increase of $0.0031 per therm in the Revenue Adjustment Mechanism (RAM) rate. The Commission’s approval of BHWG’s rate change is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order.

June 30, 2023 - Docket No. 20002-128-ER-23 (Record No. 17347) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Black Hills Power, Inc. d/b/a Black Hills Energy (BHP or Company) for a decrease in its standard rate for purchasing power from qualifying small power production or cogeneration facilities greater than 25 kw by $0.00013 per kWh. The Company filed the Application to comply with 18 CFR §292.302 which requires it to provide data to derive avoided cost.

The parties’ amended terms and conditions for the Agreement regarding CLEC’s traffic exchanges with CenturyLink was filed on May 11, 2023.
May 26, 2023 – Docket No. 30010-214-GP-23 (Record No. 17230) - The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Dominion Energy Wyoming (Dominion Energy or the Company) to pass on a wholesale commodity cost increase of $0.82013 per dekatherm (Dth), effective for usage on and after March 1, 2023. The Company’s proposal results in a monthly increase of $6.15 or 6.89% before taxes, for a typical residential customer using a monthly average of 7.5 Dth. The proposed change is due to a small decrease in the forecasted wholesale commodity price of natural gas and a larger increase in the Commodity Balancing Account amortization rate. Increased natural gas fueled electricity generation demand and lower storage levels in the Pacific states caused higher than projected natural gas demand and prices during December 2022, leading to an increased under-collection in the CBA
May 26, 2023 – Docket No. 30013-395-GP-23 (Record No. 17239) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU) to pass on a wholesale commodity cost decrease of $0.384 per dekatherm (Dth) to its residential, general, and small and large interruptible service customers, and a decrease of $0.163 per Dth for optional seasonal customers, effective for usage on and after March 1, 2023. The proposed change is due to a decrease in the wholesale commodity price of natural gas offset by a small increase in transportation capacity and pipeline-related costs.
