June 2, 2022 - Docket No. 90072-49-XO-22 (Record No. 16983) - The Wyoming Public Service Commission established the Wyoming Universal Service Fund assessment level, on an interim basis, to be effective for the twelve-month period beginning July 1, 2022, at 2.70 percent of gross intrastate retail revenues for telecommunications services, and the statewide imputed price benchmark be set at $30. The Commission’s interim decision is subject to notice, protest, intervention, change, further investigation, opportunity for hearing and further order of the Commission.


May 25, 2022 - Docket No. 70000-1747-TK-22 (Record No. 17059) - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC has made a contract filing requesting approval of its Unbundled Network Elements, Resale Forbearance Amendment to its Interconnection Agreement with YMax Communications Corp., for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. On October 28, 2020, the Federal Communications Commission (FCC) released Order FCC 20-152, a Report and Order in WC Docket No. 19-308 for the Modernizing Unbundling and Resale Requirements in an Era of Next Generation Networks and Services (Order). The Amendment adds terms and conditions for Unbundled Networks Elements (UNEs) in compliance with the FCC’s Order.


May 24, 2022 - Docket No. 70000-1746-TK-22 (Record No. 17056) - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC has made a contract filing requesting approval of its Unbundled Network Elements, Resale Forbearance Amendment to its Interconnection Agreement with YMax Communications Corp., for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. On July 12, 2019, the Federal Communications Commission (FCC) released Order FCC 19-66, a Report and Order on Remand and Memorandum Opinion and Order in WC Docket Nos. 18-141, et al (the UNE Transport Order). On August 2, 2019, the FCC released Order FCC 19-72, a Memorandum Opinion and Order in WC Docket 18-141 (the UNE Analog Loop and Resale Forbearance Order)(together with the UNE Transport Order, collectively referred to as the Forbearance Orders). The Amendment adds terms and conditions for Unbundled Networks Elements (UNEs) and Resale in compliance with the FCC’s Forbearance Orders.

The Amendment modifies the LIS Facility PVU.


May 13, 2022 - Docket No. 70000-1744-TK-22 and 70267-2-TK-22 (Record No. 17048) - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC has made a contract filing requesting approval of its Amendment to its Interconnection Agreement with BCN Telecom, Inc., for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. May 3, 2022 - Docket No. 30007-148-GP-22 - (Record No. 16995) - The Wyoming Public Service Commission (Commission) approved the Amended Application of Frannie Deaver Utilities (FDU) for authority to adjust its Commodity Balancing Account (CBA) tariff to pass on a net decrease in the delivered cost of natural gas of $0.7087 per Mcf, effective April 1, 2022. The decrease is the result of a decrease in the purchased gas cost of $0.8111 per Mcf, partially offset by a $0.1024 per Mcf reduction of the CBA amortization credit based on an over-collected balance of $8,923 through December 2021 divided by projected yearly sales of 40,150 Mcf. The Commission’s approval of FDU’s Application is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

(MDU or the Company) for authority to revise its tax collection rate for the Sheridan Electric Occupation Tax.

April 20, 2022 - Docket No. 30026-57-GT-22 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHE or the Company) for authority to change its Energy Efficiency surcharge rates as more fully described below.

April 18, 2022 - Docket No. 10014-223 -CT-22 (Record No. 17035) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Rules, the Commission hereby gives notice of Powder River Energy Corporation's (PRECorp or the Cooperative) Application for authority to revise its Tariff Rate Schedule for Time of Use (TOU), effective October 1, 2022.

April 11, 2022 - Docket Number 90072-49-XO-22 (Record No. 16983) - Pursuant to the Wyoming Administrative Procedure Act, W.S. § 37-1-101, et seq., and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a hearing regarding the funding requirement and proposed assessment factor for the July 2022 to June 2023 fiscal year of the Wyoming Universal Service Fund (WUSF), is scheduled to commence Friday, May 6, 2022, at 10:00 a.m. in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming. It is anticipated that deliberations will be conducted immediately following the hearing. In addition to the assessment factor, the Commission will establish the WUSF distributions to be made to each qualifying telecommunications company pursuant to W.S. § 37-15-501. These items will be established on an interim basis, pending conclusion of a protest period.

April 11, 2022 - A Public Working Session relating to the Black Hills Wyoming Gas (BHWG) Choice Gas Program will be held on Thursday, May 5, 2022 beginning at 9:00 a.m. in the Commission’s Hearing Room at the Hansen Building, 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming, to discuss the data available to Choice Gas Suppliers as well as the capability, consistency and standardization of metering on the system.

April 8, 2022 - Docket Number 90000-162-XO-21 - The Wyoming Public Service Commission (Commission) hereby gives public notice in accordance with W.S. §§ 16-3-103, 37-2-204, and 37-15-401 of its intent to revise Commission Rules, Chapter 2 (Uniform Rules for Contested Case Practice) and Chapter 3 (Electric, Gas, Water and Pipeline Utilities).

April 5, 2022 - Docket No. 20004-155-ET-22 (Record No. 17027) - The Wyoming Public Service Commission (Commission) hereby gives notice of Montana- Dakota Utilities Co.'s (MDU or Company) Application for authority to increase its Renewable Energy Rider Pilot Rate 15 (Rate 15) from $0.45 to $0.47 per block.

April 4, 2022 - Docket No. 20000-606-EN-21 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application for a Certificate of Public Convenience and Necessity (CPCN) to construct new wind turbines and update collector lines at the existing Foote Creek II-IV Wind Energy Facility.
