August 7, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Niobrara Electric Association, Inc., (Niobrara or the Cooperative) for a Certificate of Public Convenience and necessity (CPCN) to site, design, construct, operate and maintain a 6.5-mile high voltage transmission line from Podolak Substation to Kirtley Road and a 10/14 MVA Substation in Niobrara County, Wyoming.

August 6, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of High West Energy, Inc. (High West or the Cooperative), for authority to amend its tariff to grandfather time-of-day large power service.

August 5, 2019 - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Wyoming Gas d/b/a Black Hills Energy f/k/a Cheyenne Light, Fuel and Power Company (BHE or the Company) for authority to pass on a wholesale natural gas increase of $0.2191 per dekatherm (Dth) for service rendered on and after August 1, 2019. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

August 1, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of High West Energy, Inc. (High West or the Cooperative), for authority to amend its tariff to grandfather time-of-day large power service.

July 30, 2019 - The Wyoming Public Service Commission (Commission) approved the Amended Application of Frannie Deaver Utilities (Frannie Deaver or Company) for authority to revise its Commodity Balancing Account (CBA) tariff and pass on a net decrease in the total purchased gas cost in the amount of $0.0586 per Mcf, effective for the three-month period of July 1 through September 30, 2019. The proposed decrease is attributable to an increase of $0.2269 per Mcf in the purchased gas cost and an increase of $0.2855 per Mcf in the CBA Amortization credit, based on an over-collected balance of $14,698 through March 2019. The Commission’s approval of Frannie Deaver’s Amended Application is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

July 23, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission (Commission) Rules, the Commission hereby gives notice of the tariff filing of Metropolitan Telecommunications of Wyoming, Inc., (MetTel or the Company).

July 23, 2019 - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink) has made a contract filing requesting authority to enter into an Amendment to the Interconnection Agreement with XO Communication Services, LLC and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

July 23, 2019 - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink) has made a contract filing requesting authority to enter into an Amendment to the Interconnection Agreement with Teliax, Inc., and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

July 23, 2019 - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink) has made a contract filing requesting authority to enter into a Type 2 Wireless Interconnection Agreement with CSC Wireless d/b/a Altice Mobile and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

July 12, 2019 - The Wyoming Public Service Commission (Commission) has authorized Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass-on to its customers a wholesale gas cost increase of $0.25658 per dekatherm (Dth) and additional credits associated with the Tax Cuts and Jobs Act of 2017, effective June 1, 2019. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund, and such other orders as the Commission may deem appropriate.

July 12, 2019 - The Wyoming Public Service Commission(Commission), having issued a Call for Comments on May 24, 2019, (Call) soliciting public comments from interested persons regarding the implementation of SF 0159 (SEA 074) (2019); and the Commission having received comments from 69 individuals and 10 organization in response to the Call; and the Commission having previously indicated that it would hold a Stakeholders Meeting on August 1, 2019 to further the implementation of the at a date, time and place to be determined; said Stakeholders Meeting is hereby set to commence at 9:00 a.m. Thursday, August 1, 2019, at the Commission’s hearing room located in the Hansen Building, 2515 Warren Avenue, Suite 300, Cheyenne, WY with publication of notice consisting of paragraphs 1-5, below. July 9, 2019 - The Wyoming Public Service Commission (Commission) approved the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (CLFP or the Company) to pass-on a wholesale gas cost increase of $0.2780 per dekatherm (Dth) to its Residential, Commercial and Interruptible rate classes, effective for usage on and after July 1, 2019. Additionally, CLFP’s firm supply reservation rate in its firm gas transportation service rate schedule will decrease by $0.1737 per Dth, and the on-peak demand rate in its interruptible gas transportation service rate schedule will decrease by $0.1802 per Dth. The Commission’s approval of CLFP’s rate changes is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

July 8, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Vista West Water Company (Vista West or the Company), for approval to borrow $1,784,172.46 and to issue preferred stock in return for capital contributions to Vista West in the amount of $960,708.25, as more fully described below:

July 8, 2019 - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU or the Company) to pass-on a wholesale natural gas cost decrease for the month of July through its Commodity Balancing Account (CBA) of $0.285 per dekatherm (Dth) to its Residential, Firm General Service, Small Interruptible and Large Interruptible customers, and a decrease of $0.110 per Dth to its Optional Seasonal customers, effective on and after July 1, 2019. The proposed pass-on changes are attributable to a decrease in the overall commodity price. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.
