August 4, 2020 - Pursuant to the Wyoming Administrative Procedure Act, Wyo. Stat. § 37-l-101, et seq., and the Wyoming Public Service Commission's (Commission) Rules, notice is hereby given that the Commission will hold a Public Comment Hearing in Docket No. 20000-578-ER-20 (Record No. 15464) regarding the Application of Rocky Mountain Power (RMP) requesting the Commission approve RMP's proposal to implement: [i] an increase in its retail electric utility service rates in Wyoming of $7.1 million per annum or an average overall increase of 1.1 percent, with rates effective on and after January 1, 2021, including approval of proposed rate mitigation proposals; [ii] changes to the Energy Cost Adjustment Mechanism to include recovery of $219.9 million through Schedule 95; and [iiil a discontinuation of operations at Unit 4 of the Cholla Power Plant in Arizona, and approve proposed associated regulatory accounting treatment. July 29, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (Black Hills or the Company) for approval of its Energy Efficiency Programs, Tariff, and Cost Recovery Mechanism.

July 20, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of Frannie Deaver for authority to pass on an increase in its natural gas retail rate of $0.3904 per Mcf, effective July 1, 2020. The proposed increase is attributable to an increase of $0.4989 per Mcf in the purchased gas cost and an increase of $0.1085 per Mcf in the CBA Amortization credit, based on an over-collected balance of $17,706 through March 2020. The Commission’s approval of Frannie Deaver’s Application is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

July 17, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Public Service Commission of Wyoming’s (Commission) Rules, notice is hereby given of the Application of Black Hills Power, Inc. d/b/a Black Hills Energy (BHE or Company) for authority to implement an Energy Cost Adjustment (ECA) decrease.

July 9, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of High Plains Power, Inc. (High Plains), for authority to revise its rules and regulations and to decrease its avoided cost by 0.02397 per kWh.

July 9, 2020 - A public hearing is set to commence on Thursday, August 27, 2020, at 9:00 a.m., in the Commission's hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming. The hearing will be preceded by an exhibit and final procedural conference, commencing at 8:30 am.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Rules, notice is hereby given that a public hearing has been scheduled regarding the Commission's directive that on or before October 1, 2020, it would schedule a hearing where it will take public comment and testimony to determine compliance with the Stipulations resulting from the investigations of the quality and reliability of telecommunications service provided by Qwest Corporation now d/b/a CenturyLink QC (CenturyLink QC or the Company) for a determination that residential and business telecommunications services provided throughout Zone 2 and Zone 3 service areas are subject to effective competition and therefore exempt from any regulation by the Commission pursuant to Wyo. Stat. § 37-15-202.

June 30, 2020 - Pursuant to the Wyoming Administrative Procedure Act, Wyo. Stat. § 37-1-101, et seq., and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that the Commission will hold a Public Hearing in Docket No. 90000-147-XI-19, the Commission’s investigation pursuant to Wyo. Stat. § 37-2-117, to assure that long-term resource decisions made by PacifiCorp, d/b/a in Wyoming as Rocky Mountain Power (RMP), as reflected in the Integrated Resource Plan (2019 IRP), filed by RMP on October 18, 2019, are consistent with applicable Wyoming public utility law and the public interest, and that the results of RMP’s Coal Study, conducted in connection with the development of the 2019 IRP, is sufficiently understood by the Commission and other interested parties. (The Commission initiated an investigation of the Coal Study in Docket No. 90000-144-XI-19, which has been consolidated with Docket No. 90000-147-XI-19.) June 29, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Powder River Energy Corporation’s (PRECorp or the Cooperative) Application for authority to increase its overall system revenue by $7,030,045 per annum and approval to revise its tariffs to accomplish the increase, effective September 1, 2020. (Application). The public hearing is set to commence on Monday, July 27, 2020, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

June 16, 2020 - The Wyoming Public Service Commission (Commission) approved the Staff-recommended modifications to the Amended Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) to establish a total purchased gas cost of $0.2518 per therm, representing a decrease of $0.0142 per therm, effective on and after June 1, 2020. The rate is applicable to all non-Choice Gas customers. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

June 16, 2020 - The Wyoming Public Service Commission (Commission) has authorized Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) to implement an increase of $0.0017 per therm in the Company’s Revenue Adjustment Mechanism (RAM) rate applicable for all customers. The new rate is effective June 1, 2020, through November 30, 2020. The Commission’s approval of BHWG’s rate change is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

June 11, 2020 - Pursuant to the Wyoming Administrative Procedure Act, Wyo. June 8, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU or the Company) to pass on a wholesale gas cost increase of $0.372 per dekatherm (Dth) to its Residential, Firm General Service customers, and Small Interruptible and Large Interruptible customers, and an increase of $0.388 per Dth to its Seasonal customers through its CBA, effective for use on and after June 1, 2020. The proposed pass-on increases are attributable to the net effect of an increase in the overall commodity price and a decrease in pipeline rates. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

June 8, 2020 - The Wyoming Public Service Commission (Commission) has authorized Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass-on to its customers a wholesale gas cost decrease of $0.61240 per dekatherm (Dth), effective June 1, 2020. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund, and such other orders as the Commission may deem appropriate.
