March 15, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Public Service Commission of Wyoming’s (Commission) Rules and Regulations, notice is hereby given of the Application of Montana-Dakota Utilities Company (MDU or the Company) for authority to revise the avoided costs applicable under its Parallel Generation Rate 57 Tariff (Rate 57), as more fully described below.

March 15, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Public Service Commission of Wyoming’s (Commission) Rules and Regulations, notice is hereby given of the Joint Application (Application) of MDU Resources Group, Inc., (MDUR) and Montana-Dakota Utilities Co. (MDU), a subsidiary of MDUR (collectively the Parties) for clarification of securities reporting and financing approval, as more fully described below:

March 8, 2019 - The Wyoming Public Service Commission (Commission) approved the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (CLFP or the Company) to pass on a wholesale gas cost decrease of $0.5654 per dekatherm (Dth) to its Residential, Commercial and Interruptible rate classes, effective for usage on and after March 1, 2019. Additionally, CLFP’s firm supply reservation rate in its firm gas transportation service rate schedule is to be decreased by $0.1155 per Dth, the on-peak demand rate in its interruptible gas transportation service rate schedule is to be decreased by $0.1198 per Dth. The Commission’s approval of CLFP’s rate changes is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

March 7, 2019 - CenturyTel of Wyoming, Inc., d/b/a CenturyLink (CenturyTel or the Company has received authority from the Wyoming Public Service Commission (Commission) to revise its PSC of WY Price Schedule No. 1, effective March 1, 2019. CenturyTel proposes to increase the rates applicable to the late payment and returned payment charges to standardize these with the rates charged in CenturyTel’s surrounding service territories. The late payment charge of 4% is increased to 5% of the unpaid balance or $8.00, whichever is greater. The Returned Check Charge is increased from $25.00 to $30.00 per returned check. This approval is subject to notice, protest, intervention petition, opportunity for hearing, refund, and such further action as the Commission may deem appropriate.

March 6, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the Amended Application of Nordic Ranches Water, LLC (NRW or the Company), for a general rate increase of $200,197 per annum, revised rules and regulations, and a Certificate of Public Convenience and Necessity (CPCN) to serve Nordic Ranches Division No. 14 and the surrounding area; and upon the interventions of Nordic Ranches Utilities and the Wyoming Office of Consumer Advocate. The public hearing is set to commence on Wednesday, April 3, 2019, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

March 6, 2019 - The Wyoming Public Service Commission (Commission) approved the Amended Application of Black Hills Gas Distribution, LLC d/b/a Black Hills Energy (BHE or the Company) to pass on to its Pass-On Rate [Regulated Rate] Option customers in the Torrington Division a net increase of $0.0291 per therm, effective on and after March 1, 2019. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

March 6, 2019 - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Gas Distribution, LLC d/b/a Black Hills Energy (BHE or the Company) to pass on to its Pass-On Rate [Regulated Rate] Option customers in the Gillette Division a net increase of $0.0530 per therm, effective on and after March 1, 2019. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

March 6, 2019 - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Gas Distribution, LLC d/b/a Black Hills Energy (BHE or the Company) to pass on to its Pass-On Rate [Regulated Rate] Option customers in the Casper Division a net increase of $0.0477 per therm, effective on and after March 1, 2019. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

March 6, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s Rules, notice is hereby given that a public comment hearing in the Commission’s investigation of the causes and effects of the December 27-28, 2018 interruption of telecommunications services including 911 emergency services provided by Qwest Corporation d/b/a CenturyLink QC will be held Tuesday, April 9, 2019, from 9:00 a.m., to 12:00 p.m., in the Commission’s hearing room at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002.

February 21, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of Union Telephone Company (Union or the Company), for approval of its revised tariffs resulting from amendments to Commission Rules and Regulations which became effective March 21, 2016 (Application).

February 21, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (CLFP or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to construct and operate a 115 kV switching substation and associated transmission lines.

February 19, 2019 - The Wyoming Public Service Commission (Commission) has authorized Black Hills Energy (BHE or the Company) to implement a decrease of $0.0013 per therm in the Company’s Revenue Adjustment Mechanism (RAM) rate applicable for all Rate Schedule RCG customers in the Casper Division, effective December 1, 2018, through May 31, 2019, increasing the RAM rate credit from $0.0027 per therm to $0.0040 per therm. The Commission’s approval of BHE’s rate change is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

February 19, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of Columbine Telephone Company (Columbine or the Company), for approval of its revised tariffs resulting from amendments to Commission Rules and Regulations which became effective March 21, 2016 (Application).

February 19, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of Quest Corporation d/b/a CenturyLink QC (CenturyLink QC or the Company), for approval of its revised tariffs resulting from amendments to Commission Rules and Regulations which became effective March 21, 2016 (Application).

February 14, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of High West Energy, Inc. (High West or the Cooperative), for authority to amend its tariff to accommodate new retail rate and schedule designs.

February 14, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission (Commission) Rules, the Commission hereby gives notice of the tariff filing of United Telephone Company of the West d/b/a CenturyLink of the West, (CenturyLink or the Company).

February 8, 2019 - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU or the Company) to pass on a wholesale natural gas cost decrease for the month of January through its Commodity Balancing Account (CBA). The pass on Application results in a wholesale gas cost decrease of $0.132 per dekatherm (Dth) to its Firm Residential, Firm General Service, Small Interruptible and Large Interruptible customers, and a decrease of $0.131 per Dth to its Optional Seasonal customers, through its CBA, effective on and after January 1, 2019. The proposed pass-on changes are attributable to an increase in pipeline charges and a decrease in the overall commodity price. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

February 8, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to remove existing wind turbines, construct new wind turbines and update collector lines at its Foote Creek wind energy site, as more fully described below

February 8, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the complaint filing by Boswell Wind Project I, LLC, Boswell Wind Project II, LLC, Boswell Wind Project III, LLC and Boswell Wind Project IV, LLC (collectively referred to as the Boswell Wind Companies or the Complainant) against Rocky Mountain Power (RMP of the Company). The public hearing is set to commence on Tuesday, February 26, 2019, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

February 5, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (CLFP) for approval to implement a Renewable Ready Service Tariff, as more fully described below.

February 5, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Frannie Deaver Utilities (Frannie Deaver or the Company) for approval to revise the Wobbe Indices for its Frannie and Deaver, Wyoming, service areas.

February 4, 2019 - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) has made a contract filing requesting approval of its Reciprocal Compensation Bill and Keep Amendment to the Interconnection Agreement with Level 3 Communications, LLC for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

February 4, 2019 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of All West Wyoming, Inc. (“All West” or the “Company”), for authority to amend its Rules and Regulations for compliance with the Commission’s revised Rules, effective March 21, 2016.
