April 21, 2021 - Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) has made a contract filing requesting authority to amend its Interconnection Agreement with Easton Telecom Services, LLC for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(l) of the Federal Telecommunications Act of 1996. The parties' amendment adds terms and conditions for Unbundled Network Elements and Resale to comply with the Federal Communications Commission's "Forbearance Orders" issued in WC Docket 18-141.

April 21, 2021 - The Wyoming Public Service Commission (Commission) hereby gives notice that Dubois Telephone, Inc., d/b/a Range has made a contract filing requesting authority to enter into an Interconnection Agreement with Teleport Communications America, LLC f/k/a TC Systems, Inc., and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

April 19, 2021 - Pursuant to Wyo. Stat. §§ 37-2-102 and 16-3-112, the Wyoming Public Service Commission hereby authorizes one Commissioner and/or Presiding Officer to conduct and preside over the public hearing to be held for purposes of receiving evidence and testimony, and to conduct and preside over prehearing proceedings necessary to a full consideration of this matter:

April 16, 2021 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company), for authority to pass on a Transportation Rate Adjustment (TRA) rate decrease of $0.0035 per therm to all of its customers.

April 15, 2021 - Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) has made a contract filing requesting authority to amend its Interconnection Agreement with Level 3 Communications, LLC for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(l) of the Federal Telecommunications Act of 1996. The amendment adds language regarding Unbundled Network Elements to comply with a recent directive issued by the Federal Communications Commission.

April 15, 2021 - Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) has made a contract filing requesting authority to amend its Interconnection Agreement with Bresnan Broadband of Wyoming, LLC for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(l) of the Federal Telecommunications Act of 1996. The parties' amendment adds terms and conditions for VNXX Traffic related to Interconnection Facilities Options.

April 14, 2021 - Pursuant to the Wyoming Administrative Procedure Act, W.S. § 37-1-101, et seq., and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a hearing regarding the funding requirement and proposed assessment factor for the July 2020 to June 2021 fiscal year of the Wyoming Universal Service Fund (WUSF), is scheduled to commence Tuesday, May 4, 2021, at 10:00 a.m. in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming. If an in person hearing is not permitted in light of the current public health emergency, participants should appear by telephone by calling 1-877-735-7186 (No PIN required). It is anticipated that deliberations will be conducted immediately following the hearing. In addition to the assessment factor, the Commission will establish the WUSF distributions to be made to each qualifying telecommunications company pursuant to W.S. § 37-15-501. These items will be established on an interim basis, pending conclusion of a protest period.

April 13, 2021 - This matter is before the Wyoming Public Service Commission (Commission) upon the filing of Metropolitan Telecommunication of Wyoming, Inc. d/b/a MetTel (MetTel or the Company) for authority to revise its Local Exchange Service tariff, Wyoming Tariff No. 2.

April 9, 2021 - The Wyoming Public Service Commission (Commission) approved the Application of the City of Torrington (Torrington or the City) for authority to set its Power Cost Adjustment (PCA) factor at -$0.003823 per kWh sold, and to adopt an avoided cost rate of $0.040462 per kWh, applicable to its customers outside city limits. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

April 8, 2021 - The Wyoming Public Service Commission (Commission) approved the Application of Frannie Deaver Utilities (FDU) for authority to revise its Commodity Balancing Account (CBA) tariff to pass on a net decrease in the total purchased gas cost in the amount of $0.0759 per Mcf, effective for the three-month period of April 1 through June 30, 2021. The proposed decrease is attributable to a decrease of $0.1355 per Mcf in the purchased gas cost and a decrease of $0.0596 per Mcf in the CBA Amortization credit, based on an over-collected balance of $14,621 through December 2020. The Commission’s approval of FDU’s Application is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

April 7, 2021 - Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) has made a contract filing requesting authority to amend its Interconnection Agreement with CenturyLink Communications, LLC for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(l) of the Federal Telecommunications Act of 1996. The parties' amendment adds language to their existing Interconnection Agreement regarding Unbundled Network Elements to comply with a recent directive issued by the Federal Communications Commission.

April 7, 2021 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Cheyenne Light, Fuel and Power d/b/a Black Hills Energy (Cheyenne Light or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to construct and operate two 115kV substations and associated transmission lines, and related facilities in Laramie County, Wyoming, as more fully described below:

April 6, 2021 - The Wyoming Public Service Commission (Commission) hereby gives notice of Montana-Dakota Utilities Co.'s (MDU or Company) Application for authority to increase its Renewable Energy Rider Pilot Rate 15 (Rate 15) from $0.18 to $0.45 per block.

March 31, 2021 - The Wyoming Public Service Commission (Commission) approved the Application of CenturyTel of Wyoming, Inc., d/b/a CenturyLink, a provider of noncompetitive essential (local exchange) service in and around Big Piney, Boulder, Daniel, Farson, Medicine Bow and Pinedale, for authority to revise its Lifeline Assistance Program Price Schedule, subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission. Specifically, the revision updates the hyperlink that directs customers to the location of Lifeline terms, conditions, and credits.

March 31, 2021 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BH or the Company) for authority to updates its Energy Efficiency Surcharge rate, effective June 1, 2021.
