May 28, 2024 – Docket No. 50002-10-PN-24 (Record No. 17578) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Wamsutter Pipeline, LLC, (Wamsutter or the Company) for approval of the reorganization and sale of Wamsutter to Renee Acquisition, LLC, (Renee) and retention of Wamsutter’s Certificate of Public Convenience and Necessity (CPCN).

May 24, 2024 – Docket No. 30013-408-GP-24 (Record No. 17540) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. to pass on a decrease of $0.449 per dekatherm (Dth) for residential and firm general customers and small and large interruptible customers, and a decrease of $0.436 per Dth for seasonal customers, effective on and after May 1, 2024, subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

May 24, 2024 – Docket Nos. 70000-1771-TK-24 and 70027-108-TK-24 (Record No. 17583) - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC (CenturyLink QC) filed an amended Interconnection Agreement (Agreement) with MCImetro Access Transmission Services (MCImetro), for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. The parties filed the Cageless Collocation Bay Procurement Amendment to the Interconnection Agreement on May 17, 2024.

May 6, 2024 – Docket No. 30016-108-GP-24 (Record No. 17518) - The Wyoming Public Service Commission (Commission) has approved Pinedale Natural Gas, Inc.’s Application for authority to pass on a wholesale natural gas cost decrease of $0.571 per therm including discontinuation of the Emergency Gas Cost Reconciliation surcharge, subject to notice, protest, intervention, possible hearing, refund, change, further investigation, and further order of the Commission. 

May 2, 2024 – Docket No. 20004-169-EA-24 (Record No. 17561) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Montana-Dakota Utilities Co. (MDU or the Company) for authority to revise its tax collection rate for the Sheridan Electric Occupation Tax. 

May 1, 2024 – Docket No. 12000-32-CP-24 (Record No. 17519) - The Wyoming Public Service Commission (Commission) approved the Application of the City of Torrington for authority to set its Power Cost Adjustment (PCA) rate at ($0.000806) per kWh sold and adopt an Avoided Cost rate of $0.046014 per kWh, applicable to customers served outside the city limits. This represents an increase of $0.001512 per kWh from the PCA Rate currently in effect. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission. 

April 26, 2024 – Docket No. 20004-168-ET-24 (Record No. 17545) - Pursuant to the Wyoming Administrative Procedure Act and the Public Service Commission of Wyoming’s (Commission) Rules and Regulations, notice is hereby given of the Amended Application of Montana-Dakota Utilities Company (MDU or the Company) for authority to revise avoided costs applicable under its Parallel Generation Rate 57 Tariff (Rate 57). 

April 25, 2024 – 20000-663-EA-24 (Record No. 17543) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Rocky Mountain Power (RMP or the Company) for authority to transfer specific portions of its North Temple Property and approve an accounting order to authorize the recording of a regulatory liability for any net proceeds arising from the transfer, pursuant to the Commission Order, as more fully described below. 

April 24, 2024 – Docket No. 30026-91-GT-24 (Record No. 17553) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) for authority to change its Energy Efficiency surcharge rates.

April 24, 2024 – Docket No. 20003-236-ET-24 (Record No. 17554) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (CLFP or the Company) for authority to revise the Demand Side Management (DSM) surcharge rate, effective June 1, 2024.

April 23, 2024 – Docket No. 30019-51-GP-24 (Record No. 17526) - The Wyoming Public Service Commission (Commission) approved the Amended Application of the Town of Walden (Walden), for authority to pass on a wholesale commodity cost decrease of $2.068 per dekatherm (Dth) through its Commodity Balancing Account (CBA), effective for usage on and after April 1, 2024, subject to notice, protest, intervention, refund, change, opportunity for hearing, further investigation, and further order of the Commission. The proposed change is due to a decrease in the wholesale cost of natural gas.

April 23, 2024 – Docket No. 30010-218-GA-23 (Record No. 17432) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Questar Gas Company d/b/a Dominion Energy Wyoming (DEW or the Company) and Enbridge Quail Holding, LLC (Enbridge) for approval of the reorganization and sale of Fall West Holdco, LLC (Fall West) to Enbridge. The public hearing is set to commence on Thursday, May 23, 2024, at 9:00 a.m. in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

April 16, 2024 – Docket No. 20000-661-ET-24 (Record No. 17539) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Rocky Mountain Power (RMP or the Company) for authority to cancel tariff Schedule 197, 2017 Federal Tax Act Adjustment. 

April 11, 2024 – 90072-52-XO-24 (Record No. 17487) - Pursuant to the Wyoming Administrative Procedure Act, Wyoming Statute § 37-1-101, et seq., and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a hearing regarding the funding requirement and proposed assessment factor for the July 2024 to June 2025 fiscal year of the Wyoming Universal Service Fund (WUSF) is scheduled to commence Monday, April 29, 2024, at 10:00 a.m. in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming. It is anticipated that deliberations will be conducted immediately following the hearing. In addition to the assessment factor, the Commission will determine the WUSF distributions to be made to each qualifying telecommunications company pursuant to Wyoming Statute § 37-15-501. These items will be established on an interim basis, pending finalization after additional opportunity for comment, protest, intervention, and hearing.

April 3, 2024- Docket No. 30013-407-GP-24 (Record No. 17523) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. to pass on a purchased gas cost decrease of $2.359 per dekatherm (Dth) for optional seasonal customers, effective for usage on and after April 1, 2024, subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.


April 3, 2024 – Docket No. 30026-87-GP-24 (Record No. 17495) - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG) for authority to pass on a wholesale gas cost increase of $0.0114 per therm for non-Choice Gas customers, effective for usage on and after March 1, 2024. The rate is applicable to 67,987 customers, including the Cheyenne and Cody divisions and all non-Choice Gas customers in the Casper, Gillette, and Torrington divisions who have elected to take service under the Gas Cost Adjustment Rate. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order.

March 25, 2024 – Docket No. 30024-9-GP-24 (Record No. 17475) - The Wyoming Public Service Commission (Commission) approved the Application of Fall River Enterprises, Inc. d/b/a Fall River Propane (Fall River) for authority to pass on a propane cost decrease $0.684 per gallon (Gal) and to increase the Commodity Balancing Account adjustment from a $0.12 per Gal charge to a $0.20 per Gal credit, effective for usage on and after March 1, 2024. The Commission’s approval of Fall River’s rate changes is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission. 

March 25, 2024 – Docket No. 30013-405-GP-24 (Record No. 17507) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. to pass on a decrease of $0.262 per dekatherm (Dth) for residential, firm general service, and small and large interruptible customers, and a decrease of $0.250 per Dth for seasonal customers, effective on and after March 1, 2024, subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

March 14, 2024 – Docket No. 30010-220-GT-23 (Record No. 17460) - The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Dominion Energy Wyoming (Dominion or the Company) to amortize the Conservation Enabling Tariff Balancing Account resulting in a rate increase to $0.02612 per dekatherm (Dth), for all General Service class customers, effective for usage on and after January 1, 2024.

November 2, 2023 – Docket No. 30013-400-GP-23 (Record No. 17412) - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU) to authority to pass on a decrease of $1.809 per dekatherm (Dth) for residential and firm general customers, and small and large interruptible customers, and pass on an increase of $1.032 per Dth for seasonal customers, effective for usage on and after October 1, 2023. MDU updated its Wyoming allocated Dth requirements, its pipeline transportation, and other costs and surcharges, and proposed refunding the over-collected Commodity Balancing Account balance, resulting in a net decrease of $1.809 per Dth despite an estimated commodity cost of gas increase of $0.035 per Dth. MDU also requested to switch to the winter rate resulting in an increase of $2.259 per Dth for a proposed rate of $5.072 per Dth for the Optional Seasonal customer class. When combined with the proposed decrease, the total proposed Optional Seasonal Customer rate is $4.434, a net increase of $1.032 per Dth.

(Wyoming Gas or the Company) for authority to pass on a decrease in its wholesale gas supply cost of $0.4799 per CCF. (MDU) to pass on a commodity cost increase of $0.756 per dekatherm (Dth) to its residential, general, and small and large interruptible service customers, and an increase of $0.110 per Dth for optional seasonal customers, effective for usage on and after August 1, 2023. The proposed change is due to an increase in commodity-related expenses such as transportation capacity, pipeline and other costs, offset by a small decrease in the wholesale commodity price of natural gas.

August 3, 2023 – 80007-49-WP-23 (Record No. 17313) - The Wyoming Public Service Commission (Commission) approved the Amended Application of Vista West Water Company (Vista West) to pass on a water commodity cost increase of $0.57 per 1,000 gallons to its customers, and an increase in its deferred water cost of $0.78 per 1,000 gallons, for a net increase of $1.35 per 1,000 gallons, effective for usage on and after July 1, 2023. May 26, 2023 – Docket No. 30010-214-GP-23 (Record No. 17230) - The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Dominion Energy Wyoming (Dominion Energy or the Company) to pass on a wholesale commodity cost increase of $0.82013 per dekatherm (Dth), effective for usage on and after March 1, 2023. The Company’s proposal results in a monthly increase of $6.15 or 6.89% before taxes, for a typical residential customer using a monthly average of 7.5 Dth. The proposed change is due to a small decrease in the forecasted wholesale commodity price of natural gas and a larger increase in the Commodity Balancing Account amortization rate. Increased natural gas fueled electricity generation demand and lower storage levels in the Pacific states caused higher than projected natural gas demand and prices during December 2022, leading to an increased under-collection in the CBA
