May 13, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or the Company) for approval to increase its distribution rates and charges for natural as services by $3.5 million per annum and a rate of return of 7.46%. The public hearing is set to commence on Thursday, June 11, 2020, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming, subject to any applicable national, state or local public health related orders or directives.

May 13, 2020 - Wyoming Public Service Commission (Cormnission) hereby gives notice that CenturyTel of Wyoming d/b/a CenturyLink has made a contract filing requesting authority to enter into an Amendment to its Resale Agreement with BullsEye Telecom, Inc., and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

May 13, 2020 - Wyoming Public Service Commission (Commission) hereby gives notice that CenturyLink QC f/k/a Qwest Corporation has made a contract filing requesting authority to enter into an Amendment to its Interconnection Agreement with BullsEye Telecom, Inc., and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(l) of the Federal Telecommunications Act of 1996.

May 12, 2020 - The Wyoming Public Service Commission (Commission) hereby gives notice that CenturyLink of the West, has filed a petition requesting Commission approval to amend its Resale Forbearance Amendment to the Interconnection Agreement between CenturyLink of the West and BullsEye Telecom, Inc., pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

May 12, 2020 - The Wyoming Public Service Commission has established the Wyoming Universal Service Fund assessment level, on an interim basis, effective for the twelve-month period beginning July 1, 2020, at 1.10 percent (1.10%) of gross intrastate retail revenues for telecommunications services. For the twelve-month period beginning July 1, 2020, the statewide imputed price benchmark of $30.00 will be utilized. The Fund assessment level is consistent with the Amended Fund Manager’s Report and the Notice of Correction.

May 12, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of High West Energy, Inc. (High West or the Cooperative), for approval of its Critical Peak Energy-Only Irrigation Service Tariff.

May 6, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU or the Company) to pass on a wholesale gas cost decrease of $0.674 per dekatherm (Dth) to its Residential, Firm General Service customers, and Small Interruptible and Large Interruptible customers, and a decrease of $0.641 per Dth to its Seasonal customers, through its CBA, effective on and after May 1, 2020. The proposed pass-on decreases are attributable to the net effect of a decrease in the overall commodity price and pipeline rates, and a decrease in the total demand charge. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

May 4, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (CLFP or the Company) for authority to pass on a Power Cost Adjustment (PCA) of $0.00243 per kilowatt hour (kWh), as more fully described below.

April 27, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Wyoming Gas, LLC, d/b/a Black Hills Energy (BHGW or the Company), to revise tariff terms related to the assessment of late fees. The Commission’s interim approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

April 24, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company), for authority to pass on a Transportation Rate Adjustment (TRA) increase of $0.0008 per therm to all of its customers.

April 23, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to increase rates on deferred Net Power Costs (NPC) pursuant to Tariff Schedule 95; and to decrease rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances, as more fully described below:

April 17, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Cheyenne Light, Fuel and Power d/b/a Black Hills Energy (Cheyenne Light or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to rebuild an existing 115kV transmission line from Skyline Substation to East Business Park Substation in Laramie County, Wyoming, as more fully described below:

April 9, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Joint Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (Cheyenne Light), and Black Hills Power, Inc., d/b/a Black Hills Energy (Black Hills Power), for authority to amend the standard rate for purchasing power from qualifying small power production or cogeneration facilities tariffs and approval of the avoid cost calculation methodology effective June 1, 2020, as more fully described below:

April 9, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of Montana-Dakota Utilities Co. (MDU or the Company), to pass on a wholesale gas cost decrease of $1.879 per dekatherm (Dth) to its Optional Seasonal Gas Service, Rate 72 customers, effective on and after April 1, 2020. MDU divides its Rate 72 customers into winter (October 1 through March 31) and summer (April 1 through September 30) rates. The Commission approved the current cost of gas in Docket No. 30013-359-GP-20 (Record No. 15420). Based on the current cost of gas, the proposed rate decrease for Rate 72 customers is within the normal threshold for annual adjustments to normalize the rate changes in the respective seasonal rate period, here the summer rate period, for service used, beginning on April 1, 2020.

April 8, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Thunder Basin Pipeline, LLC (Thunder Basin or the Company) for approval of a transfer of a public utility pursuant to Wyo. Stat. § 37-1-104 and Chapter 3, Section 21(f) of the Rules of the Commission.

April 6, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the complaint filing by VK Clean Energy Partners LLP (VK Clean) against Rocky Mountain Power (RMP or the Company). The public hearing is set to commence on Monday, April 27, 2020, at 9:00 a.m., participation at this hearing will be by telephone only. No in person attendance will be allowed.

April 2, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (CLFP or the Company) for authority to update its tariff applicable to the Demand Side Management (DSM) margin revenue recovery, balancing account and program costs.

April 1, 2020 - The Wyoming Public Service Commission (Commission) has given Pinedale Natural Gas, Inc. (PNG or the Company), authority to pass on to its customers through its Commodity Balancing Account (CBA) an increase in its wholesale natural gas commodity costs of $0.045 per therm, effective on and after March 28, 2020.

March 31, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) to establish an interim wholesale gas cost rate of $0.2260 per therm, effective for bills issued on and after March 1, 2020. The rate is applicable to all customers in the Cheyenne and Cody Divisions and to all non-Choice Gas customers in the Casper, Gillette and Torrington Divisions. Pursuant to the Company’s Gas Cost Adjustment tariff section, BHWG will file an adjustment to establish a projected commodity rate for its non-Choice Gas customers on a quarterly basis, with effective dates of June 1, September 1, December 1 and March 1 of each year. The Commission’s interim approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

March 30, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company), for authority to approve a Demand Side Management (DSM) plan, as more fully described below:

March 30, 2020 - On February 27, 2020, Frannie Deaver filed its initial Application for authority to adjust its CBA tariff to pass on to its customers a net decrease in total purchased gas costs in the amount of $0.7500 per Mcf, effective April 1, 2020. The Company filed an Amended Application on March 16, 2020. The proposed decrease is attributable to a decrease of $0.8054 per Mcf in the purchased gas cost and a decrease of $0.0554 per Mcf in the CBA Amortization credit, based on an over-collected balance of $13,129 through December 2019. The Commission’s approval of Frannie Deaver’s Application is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

March 30, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of the City of Torrington (Torrington or the City) for authority to pass on a Power Cost Adjustment (PCA) factor of -$0.006863 per kWh sold, and to adopt an avoided cost rate of $0.039693 per kWh sold, applicable to its customers outside city limits. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.
