November 30, 2021 - Docket Nos. 20002-120-EA-21 and 20003-204-EA-21 (Record No. 15842) - Amended Notice of Integrated Resource Plan Filing and Call for Comments - Cheyenne Light, Fuel Power Company/d/b/a Black Hills Energy and Black Hills Power, Inc., d/b/a/ Black Hills Energy (BHE) filed their consolidated 2021 Integrated Resource Plan (2021 IRP), in Docket Nos. 20002-120-EA-21 and 20003-204-EA-21 (Record No. 15842) on June 30, 2021.

Written comments regarding the consolidated BHE 2021 IRP may be filed with the Wyoming Public Service Commission at 2515 Warren Avenue, Suite 300, Cheyenne, WY 82002, on or before December 7, 2021. BHE’s reply comments shall be filed on or before January 6, 2022. This matter will be discussed and considered at a Commission Open Meeting held after the receipt of the reply comments.

BHE’s consolidated 2021 IRP may be viewed at the Commission’s office, located at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming or at any BHE business office during regular business hours. November 29, 2021 - Docket No. 90090-16-XO-21 (Record No. 15953) - Pursuant to the Wyoming Public Service Commission's (Commission) Rule Chapter 1, Section 3(a)(xvi), the Commission has set the Authorized Interest Rate (interest rate) payable on customer deposits held by gas, electric, and water utilities, pursuant to Commission Rule Chapter 3, Section 7(f); and, affected telecommunications companies, pursuant to Commission Rule Chapter 4, Section 9(g) in the state of Wyoming, at its Open Meeting held on November 16, 2021. The interest rate is set at 1.67% per annum for the period of January 1, 2022, through December 31, 2022.

November 22, 2021 - Docket No. 10014-221-CP-21 (Record No. 16976) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Rules, the Commission hereby gives notice of Powder River Energy Corporation's (PRECorp or the Cooperative) Application for authority to increase its Cost of Power Adjustment (COPA) by $1,386,882 per annum, effective January 1,2022, to reflect a change in the average wholesale power costs.

November 22, 2021 - DOCKET NO. 70003-212-TK-21 and DOCKET NO. 60061-5-RK-21 (RECORD NO. 16978) - The Wyoming Public Service Commission (Commission) hereby gives notice that CenturyTel of Wyoming d/b/a CenturyLink (CenturyLink) has made a contract filing requesting approval of the Amendment to its Interconnection Agreement (Amendment) with DISH Wireless LLC (DISH), for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(l) of the Federal Telecommunications Act of 1996. The Amendment provides the conditions under which Parties may use a Third Party Transit Provider to exchange traffic between their networks.

November 22, 2021 - DOCKET NO. 70003-2 ll-TK-21 and DOCKET NO. 60061-4-RK-21 (RECORD NO. 16977) - The Wyoming Public Service Commission (Commission) hereby gives notice that CenturyTel of Wyoming d/b/a CenturyLink (CenturyLink) has made a contract filing requesting approval of its Interconnection Agreement (Agreement) with Dish Wireless LLC (Dish), for the State of Wyoming, and requests Commission approval pursuant to the provisions of47U.S.C. § 252(e)(l) of the Federal Telecommunications Act of 1996.

November 19, 2021 - Docket No. 70000-173 7-TA-21 (Record No. 15954) - Wyoming Public Service Commission (Commission) hereby gives notice of the Petition of Qwest Corporation d/b/a Century Link QC (Qwest or the Company) for authority to eliminate Performance Indicator Definitions (PIDs) and Performance Assurance Plan (PAP) from its Interconnection Agreements (ICAs) with each Wyoming Competitive Local Exchange Carrier (CLEC)

November 9, 2021 - Docket No. 30026-51-0M-21 (Record No. 16966) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Rules, the Commission hereby gives notice of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) for authority to implement Integrity Rider Rates.

November 9, 2021 - DOCKET NO. 30026-45-GP-21 -(RECORD NO. 15786) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) requesting authority to remove $29,409,458 from its Gas Cost Adjustment (GCA) mechanism and implement a February Extreme Weather (FEW) rate for all customers taking service under its Regulated GCA Option as of February 28, 2021. The public hearing is set to commence on Wednesday, December 8, 2021, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

November 2, 2021 - DOCKET NO. 70008-84-TK-21 and DOCKET NO. 70234-12-TK-21 (RECORD NO. 16960) -Wyoming Public Service Commission (Commission) hereby gives notice that Union Telephone Company (Union) has made a contract filing requesting approval of its Interconnection Agreement with Teleport Communications America, LLC for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(l) of the Federal Telecommunications Act of 1996. The Agreement sets forth the rates, terms and conditions contained within this Agreement, including all Attachments for the purpose of exchanging Non-Access Telecommunications Traffic.

October 27, 2021 - Docket No. 20003-202-EM-21 (Record No. 15776) - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (BHE or the Company) requesting authority to increase its power cost adjustment (PCA) by $0.00246 per kilowatt hour (kWh) effective July 1, 2021. The public hearing is set to commence on Monday, November 22, 2021, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

October 27, 2021 - Docket No. 20000-606-EA-21 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, the Commission hereby gives notice of the Application of Rocky Mountain Power (RMP or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to construct new wind turbines and update collector lines at the existing Foote Creek II-IV Wind Energy Facility as more fully described below:

October 26, 2021 - Docket No. 30026-43-GM-21 - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) to implement a decrease of $0.0102 per therm in the Company’s Revenue Adjustment Mechanism (RAM) rate. The Commission’s approval of BHWG’s rate change is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

October 7, 2021 - Docket Nos. 70009-506-TK-21 or 60061-3-RK-21 (Record No. 15949) - The Wyoming Public Service Commission (Commission) hereby gives notice that United Telephone Company of the West d/b/a CenturyLink of the West (CenturyLink) has made a contract filing requesting approval of its Commercial Mobile Radio Services (CMRS) Agreement with Dish Wireless LLC, for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. The parties propose to exchange two-way traffic and related signaling in a technically and economically efficient manner at defined and mutually agreed upon Interconnection points. The Agreement sets forth the terms for the purchase of Interconnection and exchange of traffic for Dish Wireless, LLC’s CMRS services.

October 7, 2021 - Docket Nos. 70008-83-TK-21 or 62105-4-RK-21 (Record No. 15950) - The Wyoming Public Service Commission (Commission) hereby gives notice that Union Telephone Company (Union) has made a contract filing requesting approval of its Interconnection Agreement with AT&T Mobility for the State of Wyoming, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996. The Agreement sets forth the methodology for the exchange of and compensation for Traffic originated on the network of one Party, terminated on the network of the other Party and exchanged via Direct Interconnection Facilities, or exchanged directly through the Transit Service of a third-Party Telecommunication Carrier. The Agreement also establishes the methodology for the exchange of AT&T Mobility Transit Traffic.

October 6, 2021 - Docket No. 70267-1-TN-21 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of BCN Telecom, Inc., (BCN or Company) for a Certificate of Public Convenience and Necessity (CPCN) to provide competitive local exchange telecommunications and switched access services in the state of Wyoming, as more fully described below:

October 4, 2021 -Docket No. 20000-599-EM-21 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application for authority to decrease rates to refund deferred Net Power Costs (NPC) under Tariff Schedule 95; and to decrease rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances. The public hearing is set to commence on Wednesday, November 3, 2021, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

September 27, 2021 - Docket No. 20000-603-EA-21 (Record No. 15935) - Notice of Integrated Resource Plan Filing and Call for Comments - PacifiCorp d/b/a Rocky Mountain Power (RMP) filed its 2021 Integrated Resource Plan (2021 IRP), in Docket No. 20000-603-EA-21 (Record No. 15935), on September 1, 2021.

Written comments regarding the 2021 IRP may be filed with the Wyoming Public Service Commission at 2515 Warren Avenue, Suite 300, Cheyenne, WY 82002, on or before February 11, 2022. RMP's reply comments shall be filed on or before February 28, 2022.
