December 6, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Wamsutter Pipeline, LLC (Wamsutter or the Applicants) for approval of a transfer and reorganization of a public utility pursuant to Wyo. Stat. § 37-1-104 and Chapter 3, Section 21(f) of the Rules of the Commission.

December 4, 2018 - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Gas Distribution, LLC d/b/a Black Hills Energy (BHE or the Company) to pass on to its Pass-On Rate [Regulated Rate] Option customers in the Gillette Division a net increase of $0.0225 per therm, effective on and after December 1, 2018. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

December 4, 2018 - The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Gas Distribution, LLC d/b/a Black Hills Energy (BHE or the Company) to pass on to its Pass-On Rate [Regulated Rate] Option customers in the Torrington Division a net increase of $0.0254 per therm, effective on and after December 1, 2018. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

December 3, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the Application of Nordic Ranches Water, LLC (NRW or the Company), for a general rate increase of $200,197 per annum, reavised rules and regulations, and a Certificate of Public Convenience and Necessity (CPCN to serve Nordic Ranches Division No. 14 and the surrounding area; and upon the interventions of Nordic Ranches Utilities and the Wyoming Office of Consumer Advocate. The public hearing is set to commence on Thursday, December 20, 2018, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

November 30, 2018 - The Wyoming Public Service Commission (Commission) approved the Application of Vista West Water Company (Vista West or the Company) for authority to pass on a net increase of $0.02 per 1,000 gallons of water. The Commission’s approval of Vista West’s rate change is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

November 29, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to modify the avoided cost methodology and reduce the contract term of its Public Utility Regulatory Policies Act (PURPA) Power Purchase Agreements (PPA) with Qualifying Facilities (QFs), as more fully described below

November 27, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application Montana-Dakota Utilities Co., (MDU), to defer adjusting customer gas rates to account for the effect of the Tax Cuts and Jobs Act of 2017 (TCJA).

November 21, 2018 - Project Telephone Company has received authority from the Wyoming Public Service Commission (Commission) to revise its Exchange and Network price schedules to introduce the Company’s “5 for $5 Package” to its customers, effective December 1, 2018. This approval is subject to notice, protest, intervention petition, opportunity for hearing, refund, and such further action as the Commission may deem appropriate.

November 21, 2018 - Metropolitan Telecommunications of Wyoming, Inc., d/b/a MetTel (MetTel or the Company) has received authority from the Wyoming Public Service Commission (Commission) to revise its Wyoming Tariff No. 2, Local Exchanges Services, effective December 1, 2018. MetTel's proposed price schedule changes are specific to their listing services. MetTel was notified by CenturyLink that Centrex Services would only be available on a resale basis. The proposed rates for listing services were increased to equal the current CenturyLink rate plus $1.00. The price schedule revisions are specific to Wyoming Tariff Number 2, Pages 3, 67 and 77. The rate changes are the result of the Company’s increased costs for new Centrex services since MetTel is no longer able to offer term discounts for 12, 24 and 36 month rates. This approval is subject to notice, protest, intervention petition, opportunity for hearing, refund, and such further action as the Commission may deem appropriate.

November 20, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of Questar Gas Company d/b/a Dominion Energy Wyoming’s (Dominion Energy or the Company), Application for approval of an Amended Stipulation previously approved by the Commission in Docket Number 30010-150-GA-16, Record Number 14335.

November 20, 2018 - The Wyoming Public Service Commission (Commission) approved the Amended Application of Frannie Deaver Utilities (Frannie Deaver or Company) for authority to revise its Commodity Balancing Account (CBA) tariff and pass on a net decrease in the total purchased gas cost in the amount of $0.0483 per Mcf, to be effective for the three-month period of October 1 through December 31, 2018. The proposed decrease is attributable to an increase of $0.0848 per Mcf in the purchased gas cost and an increase of $0.1331 per Mcf in the CBA Amortization credit, based on an over-collected balance of $9,429 through June 2018. The Commission’s approval of Frannie Deaver’s Amended Application is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

November 20, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of Cheyenne Light, Fuel and Power d/b/a Black Hills Energy (CLFP), requesting approval for a decrease in rates, to account for the effects of the Tax Cuts and Jobs Act of 2017 (TCJA).

November 19, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of Powder River Energy Corporation’s (PRECorp or Cooperative) Application for authority to decrease its Cost of Power Adjustment by $9,721,331 per annum, effective January 1, 2019, to reflect a change in the average wholesale power costs.

November 19, 2018 - Pursuant to the Wyoming Administrative Procedures Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of Mountain West Technologies Corporation’s (MWTC or the Company) Application requesting designation as an Eligible Telecommunications Carrier (ETC).

November 16, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or Company), for approval of the 2019- year budget for Energy Efficiency Programs.

November 16, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application Wamsutter Pipeline, LLC (Wamsutter), for a decrease in rates, of approximately $0.11/barrel, and a one-time refund to shippers in the amount of $26,478, to account for the effect of the Tax Cuts and Jobs Act of 2017 (TCJA).

November 16, 2018 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing has been scheduled regarding the Commission’s investigations of the quality and reliability of telecommunications service provided by Qwest Corporation now d/b/a CenturyLink QC (CenturyLink QC or the Company) (Investigation Dockets) and on CenturyLink QC’s Application for a determination that residential and business telecommunications services provided throughout Zone 2 and Zone 3 service areas are subject to effective competition and therefore exempt from any regulation by the Commission pursuant to Wyo. Stat. § 37-15-202. The Wyoming Office of Consumer Advocate (OCA), All West Communications, Inc., Dubois Telephone Exchange, Inc., Range Telephone Cooperative, Inc., RT Communications, Inc., Silver Star Telephone, and Tri County Telephone, Inc. (collectively the Independent Phone Companies), the Crook County Board of Commissioners, and AARP Wyoming have intervened in these matters and all parties except Crook County have entered into stipulation agreements. The public hearing is set to commence on Monday, December 10, 2018, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

November 14, 2018 - Pursuant to the Wyoming Administrative Procedures Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of Tri County Telephone Association’s (TCT or the Company) Application for authority to amend its Eligible Telecommunications Carrier (ETC) designation.

November 13, 2018 - The Wyoming Public Service Commission (Commission) has given Montana-Dakota Utilities Co. (MDU or the Company) authority to establish two new heating zones: Heat Zone 291 for the Buffalo service area and Heat Zone 292 for the Sheridan service area. The Company had WBI Energy Transmission, Inc., install new natural gas samplers to better track the gas quality as the flow on the pipeline changes and to reflect accurate heating values. MDU will request Commission approval of the associated Wobbe Indices when 12 months of historic data for the new zones is available. The Commission’s approval is subject to notice, protest, intervention, possible hearing, refund, change, further investigation and further order of the Commission.

November 9, 2018 - The Wyoming Public Service Commission (Commission) has authorized Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass on to its customers a wholesale gas cost decrease of $0.47505 per dekatherm (Dth), effective November 1, 2018. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund, and such other orders as the Commission may deem appropriate.

November 8, 2018 - The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or Company) for authority to increase the non-gas cost component of the rates for its Wyoming General Service (GS) customers by $0.03174 per dekatherm (Dth) to more accurately amortize the Company’s Demand Side Management/Energy Efficiency Services (DSM/EES) deferred account balance of $268,711. Dominion Energy proposes to amortize the ending balance over the projected November 1, 2018, through October 31, 2016, weather-normalized GS volumes, which results in the surcharge increasing from $0.04374 per Dth to $0.07548 per Dth to be applied to all GS customers’ weather-normalized monthly usage.

November 8, 2018 - The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or Company) for authority to adjust the amortization of the Conservation Enabling Tariff (CET) deferred account balance, which will appear on customer bills as an adjustment to the non-gas cost portion of the Company’s Wyoming General Service (GS) rates.

October 30, 2018 - The Wyoming Public Service Commission (Commission) approved the Application of Cheyenne Light, Fuel and Power Company d/b/a Black Hills Energy (CLFP or the Company) to pass on a wholesale gas cost decrease of $0.4884 per dekatherm (Dth) to its Residential, Commercial and Interruptible rate classes, effective for usage on and after November 1, 2018. Additionally, CLFP’s firm supply reservation rate in its TF (firm gas transportation service) rate schedule is to be increased by $0.3476 per Dth, and the on-peak demand rate in its TI (interruptible gas transportation service) rate schedule is to be increased by $0.3606 per Dth. The Commission’s approval of CLFP’s rate changes is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

September 26, 2018 - The Wyoming Public Service Commission (Commission) hereby gives public notice in accordance with W.S. §§ 16-3-103, 37-2-204, and 37-15-401 of its intent to revise Commission Rules, Chapters 1, Authority and Definitions, and 3, Electric, Gas and Water Utilities.
