March 27, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Combined Public Communications, LLC (Combined Public or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to provide competitive local exchange telecommunications services in the state of Wyoming, as more fully described below:

March 26, 2020 - The Wyoming Public Service Commission (Commission) has authorized Black Hills Energy (BHE or the Company) to implement a decrease of $0.0005 per therm in the Company’s Revenue Adjustment Mechanism (RAM) rate applicable for all Rate Schedule RCG customers in the Casper Division, including Choice Gas customers. The new rate is effective December 1, 2019, through May 31, 2020, and increases the RAM rate credit from $0.0080 per therm to $0.0085 per therm. The Commission’s approval of BHE’s rate change is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

March 26, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or the Company) for authority to decrease the non-gas cost component of the rates for its Wyoming General Service (GS) customers by $0.03245 per dekatherm (Dth) to accurately amortize the Company’s Energy Efficiency Services (EES) deferred account balance of $155,427. Dominion Energy proposes to amortize the ending balance over the projected December 1, 2019, through November 30, 2020, weather-normalized GS volumes, which results in the surcharge decreasing from $0.07548 per Dth to $0.04303 per Dth applied to all GS customers’ weather-normalized monthly usage.

March 26, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Public Service Commission of Wyoming’s (Commission) Rules and Regulations, notice is hereby given of the Application of Montana-Dakota Utilities Company (MDU or the Company) for authority to update capacity and energy payments applicable under its Parallel Generation Rate 57 Tariff (Rate 57), as more fully described below.

March 26, 2020 - The Wyoming Public Service Commission (Commission) hereby gives notice that RT Communications, Inc. (RT) has made a contract filing requesting authority to enter into a Interconnection Agreement with Level 3 Communications, LLC., and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

March 26, 2020 - The Wyoming Public Service Commission (Commission) hereby gives notice that RT Communications, Inc. (RT) has made a contract filing requesting authority to enter into a Traffic Exchange Agreement with Teleport Communications America, LLC, and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

March 24, 2020 - The Wyoming Public Service Commission (Commission) approved the Application of Powder River Energy Corporation (PRECorp or the Cooperative) for authority to revise its Cost of Power Adjustment (COPA) to reflect a net decrease of $1,581,860 per annum in wholesale power costs effective on and after January 1, 2020. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

March 23, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of High West Energy, Inc. (High West or the Cooperative), for approval to amend Tariff No. 4, Original Sheets 1a, 15c, 19 and 19a.

March 23, 2020 - The Wyoming Public Service Commission (Commission) hereby gives notice of Montana-Dakota Utilities Co.'s (MDU or Company) Application for authority to increase its Renewable Energy Rider Pilot Rate 15 (Rate 15) from $0.09 to $0.12 per block.

March 19, 2020 - Procedural Order Temporarily Suspending Requirement to File Paper Original and Copies

March 17, 2020 - The Wyoming Public Service Commission (Commission) hereby gives notice that Qwest Corporation d/b/a CenturyLink QC has filed a petition requesting Commission approval to amend its Performance Assurance Plan and performance indicator definitions in accordance with the FCC’s 2019 forbearance orders, pursuant to the provisions of 47 U.S.C. § 271 of the federal Telecommunications Act of 1996.

March 11, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Mettle Powder River NGL Pipeline, LLC (Mettle or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to construct a Natural Gas Liquids (NGL) pipeline, as more fully described below:

March 11, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) to revise the Fuel and Lost and Unaccounted For Gas Percentages (FL&U) in the Casper, Gillette and Torrington divisions.

March 9, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Montana-Dakota Utilities Co. (MDU or the Company) for authority to increase electric power supply costs by $0.00420 per Kwh for primary service customers and $0.00453 per Kwh for secondary service customers, or $1,280,000 for the period May 1, 2020 through April 30, 2020. The Company also submitted a Petition for Confidential Treatment Power Purchase Invoices.

March 6, 2020 - The Wyoming Public Service Commission (Commission) hereby gives notice that RT Communications, Inc. (RT) has made a contract filing requesting authority to enter into an Amendment to the Traffic Exchange Agreement with Bresnan Broadband of Wyoming, LLC., and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

March 6, 2020 - The Wyoming Public Service Commission (Commission) hereby gives notice that Range Telephone Cooperative, Inc., (Range) has made a contract filing requesting authority to enter into a Limited Extended Area Service Traffic Exchange Agreement with Bresnan Broadband of Wyoming, LLC., and requests Commission approval pursuant to the provisions of 47 U.S.C. § 252(e)(1) of the Federal Telecommunications Act of 1996.

March 6, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to increase its retail electric service rates by approximately $7.1 million per year or 1.1%, to revise the energy cost adjustment mechanism, and to discontinue operations at Cholla Power Plant, Unit 4, as more fully described below:

March 3, 2020 - Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Pinedale Natural Gas, Inc. (Pinedale or the Company) for authority to decrease rates to account for the effects of the Tax Cuts and Jobs Act of 2017 (TCJA).

February 18, 2020 - The Wyoming Public Service Commission (Commission) hereby gives public notice in accordance with W.S. §§ 16-3-103, 37-2-204, and 37-15-401 of its intent to revise Commission Rules, Chapter 1, Authority and Definitions, and Chapter 2, Uniform Rules For Contested Case Practice and Procedure.
