Perry McCollom
Facility Engineer
Perry McCollom has been an electrical engineer with the Wyoming Public Service Commission (PSC) Facility Engineer section since April 2010. He graduated from the University of Wyoming with a B.S. in Mechanical Engineering and a B.S. Electrical Engineering in 2007. Mr. McCollom began conducting electrical utility facility inspections for the PSC in 2011. He has also completed the required U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration training, allowing him to conduct natural gas pipeline safety inspections. On average, he conducts 100 plus days of utility and pipeline safety inspections per year. These inspections range from standard inspections of records and facilities to required pipeline safety program reviews. His inspection work takes him to all parts of the state, which he enjoys greatly.
Annually, the PSC staff conducts over 300 days of electrical utility, gas utility and natural gas transmission pipeline safety inspections per year. The PSC has safety jurisdiction over investor-owned electrical and gas utilities; Rural Electrical Associations and Cooperatives; intrastate natural gas transmission lines, some regulated natural gas gathering lines and liquid propane distribution systems. Mr. McCollom is one of three members of the PSC’s Facility Engineering section who perform safety inspections. His primary focus is on electrical utility facilities, conducting gas inspections as needed. The Facility Engineering section helps the PSC ensure safe, adequate and reliable utility service.
Mr. McCollom places great importance on underground damage prevention and is a member of the Common Ground Alliance Data Collection Committee. He works with utilities, contractors, the Attorney General’s Office, and One Call of Wyoming on Damage Prevention Enforcement issues.
In addition to his inspection work, Mr. McCollom reviews and comments on applications for Certificates of Public Convenience and Necessity before the PSC, maintains the PSC Geographical Information System (GIS) and assists the PSC’s complaint analysts with formal and informal complaints. Mr. McCollom is also a member of the National Association of Regulatory Utility Commissioners’ Staff Subcommittee on Electrical Reliability.
Mr. McCollom has worked for the State of Wyoming for a total of 16 years and possesses other industry experience. Outside of the office, Perry can be found spending time with his family or tinkering around the house.
